Is TOPM REACH-Compliant? SVHC, Annex XIV & CLP Status for Plasticizer Buyers

Four REACH checkpoints, one CLP question - and where TOPM lands on each.

Before you design a plasticizer into an EU-bound product, you need its REACH and CLP status in writing - because a substance that later appears on an SVHC or authorisation list can force a costly reformulation. The short version for TOPM is reassuring, but "compliant" has a precise meaning under REACH, so let's walk the checkpoints properly. 📜

✅ The short answer

TOPM is not classified CMR, is not on the SVHC Candidate List, is not in Annex XIV (Authorisation List), and is not restricted under Annex XVII. That is a clean REACH profile - the opposite of DEHP, which is caught by three of those four. Details, and the caveats, below.

🧭 What "REACH-compliant" actually means - four checkpoints

1️⃣ Registration

Any substance imported into the EU at ≥ 1 tonne/year must be registered with ECHA. This duty falls on the EU importer or an appointed Only Representative - not the non-EU manufacturer directly. TOPM is a registrable substance like any other; the question is who registers, covered below.

2️⃣ SVHC Candidate List

Substances of Very High Concern (CMRs, PBTs, endocrine disruptors, etc.) are placed on the Candidate List, triggering communication duties. TOPM is not listed.

3️⃣ Annex XIV - Authorisation

The most serious step: substances on the Authorisation List cannot be used in the EU after a "sunset date" without specific authorisation. TOPM is not on Annex XIV; DEHP is.

4️⃣ Annex XVII - Restriction

Restrictions limit or ban specific uses of a substance. TOPM carries no Annex XVII restriction; several phthalates do.

🏷️ CLP classification - the hazard label

Separate from REACH, the CLP Regulation governs how a substance is classified, labelled and packaged for hazard. Here honesty matters: TOPM's clean REACH profile does not mean "hazard-free." Its CLP profile is mild - at most a mild skin-irritation-type classification - with no CMR (carcinogenic, mutagenic or reprotoxic) classification. Always work from the current Safety Data Sheet for the exact classification and handling advice. 🧪

⚖️ TOPM vs DEHP against the checkpoints

Checkpoint TOPM DEHP
CMR classification None Repr. 1B
SVHC Candidate List No Yes
Annex XIV (Authorisation) No Yes
Annex XVII (Restriction) No Yes (uses)

This contrast is the regulatory core of the switch - see TOPM vs DEHP for the full comparison.

🌍 Buying from a non-EU manufacturer - who does what

REACH obligations rest on EU legal entities. As a China-based manufacturer, Sinolook supplies the substance and its documentation, while the EU importer (or an appointed Only Representative) carries the registration duty. ECHA sets out exactly how this works for non-EU companies and their EU customers. In practice, a good supplier makes that easy by providing a current SDS, substance identity and the regulatory status above. 🤝

📋 What to confirm before you buy

🔹 A current, correctly classified Safety Data Sheet.

🔹 Confirmed substance identity (name, CAS, EC) matching what you're specifying.

🔹 Written confirmation of SVHC / Annex XIV / Annex XVII status.

🔹 Clarity on who registers (your import volume, or an Only Representative).

🔹 Any application-specific compliance you also need (e.g. food-contact or medical, which are separate from REACH).

💡 Important: REACH and CLP evolve - lists are updated regularly. This article is general information, not legal advice. Always verify the current status directly on ECHA and against the latest SDS, and consult your own regulatory advisor for your specific use and market.

❓ Frequently asked questions

🔹 Is TOPM an SVHC?

No. TOPM is not on the ECHA SVHC Candidate List. It is not classified CMR, which is the main route onto that list for a plasticizer.

🔹 Does TOPM need REACH authorisation?

No. Authorisation applies only to substances on Annex XIV, and TOPM is not listed. It also carries no Annex XVII restriction.

🔹 Does "REACH-compliant" mean non-toxic?

No - those are different things. TOPM has a clean regulatory profile and no CMR classification, but its CLP hazard classification (a mild irritation-type profile) and handling precautions still apply. Read the SDS.

🔹 As a non-EU buyer, do I have to register TOPM?

Registration duties fall on the EU importer or an Only Representative, not the non-EU manufacturer. Your supplier should provide the documentation you need to support that.
